Humanitarian Settlement Services (HSS)

Communicare's Humanitarian Settlement Service (HSS) provides intensive settlement support to newly-arrived humanitarian entrants on arrival and throughout their initial settlement period.

Support through the HSS program is tailored to the individual needs of each client. HSS endeavours to strengthen the ability of humanitarian clients to participate in life in Australia and to equip individuals with the skills and knowledge to independently access services beyond the initial settlement period.

To become a client of this program an individual must be referred to Communicare by Department of Social Services
(DSS). Referrals from other services and self referrals cannot be assisted by Communicare as part of this program. For more information on DSS please visit their website.


Coordinated Case Management Model

Services are provided to clients based on need, therefore not all clients require all services that may be provided. Communicare will assess and identify the needs of each client and deliver a tailored package of services to meet those needs.

From July 1st 2012, humanitarian clients who arrived as an Irregular Maritime Arrival (IMA) and formerly held a Bridging Visa E for greater than six months are not eligible for all services under HSS. For more information please refer to DSS' website.


Case Management 

Communicare's Case Managers are focused on supporting HSS clients. Case management plans are developed for each single client and family based on a complete needs assessment.

Our Case Managers may do the following:

  • meet clients at the airport
  • provide transit assistance
  • conduct a property induction with clients
  • provide an initial food package
  • assist clients to register with Centrelink, Medicare and Banks
  • help clients to enrol their children in school
  • enrol clients in an Adult Migrant English Program (AMEP)
  • assist clients to meet their health needs and attend health assessments.

Case management plans also connect clients with other settlement, community and youth programs. Clients are assisted to participate in their local communities through connection to local social, recreational and sporting organisations.


Accommodation Services

The accommodation service to HSS clients is provided by Communicare Accommodation Services who organise either long-term accommodation or short term housing until long term accommodation can be found. Services may also include the provision of a basic household goods package to help clients establish their new residence in Australia.


Structured Onshore Orientation Program

The onshore orientation program is available to all clients aged 15 and over and focuses on delivering competency based outcomes. Orientation sessions are tailored to individual client needs and learning capacities, within a National Orientation Framework. The competencies set out critical skills and knowledge clients need to live and function independently in Australian society and to continue their settlement journey beyond the HSS Program.
